The Municipal Manager's Department serves as the strategic nerve centre of the municipality, overseeing the implementation of council decisions and ensuring efficient administration across all departments. As the chief accounting officer, the Municipal Manager is responsible for financial oversight, compliance with legislation, and the overall performance of the municipality. This department coordinates integrated development planning (IDP), monitors service delivery targets and drives institutional transformation. It also facilitates intergovernmental relations and stakeholder engagement to align local priorities with provincial and national frameworks. Ultimately, the Municipal Manager’s Department ensures that governance is transparent, responsive, and geared toward sustainable development and community well-being.
The Municipal Manager oversees the administration and operation of the municipality by providing vision and direction for the municipality, aligning with local government objectives. Risk Management Risk Management coordinates and facilitates risk management processes within the Municipality. This unit ensures that there are policies and procedures in place to enable the implementation of risk management processes. Risk Management assists the Municipality in ensuring that objectives that have been set are achieved within a tolerable degree of residual risks.
Internal Audit Internal Audit assists the Municipal Manager and the Council to meet their objectives. This function also ensures that internal controls are adequate and effective, helps prevent fraud and abuse, and improves financial and performance management.
Performance Management & IDP Performance Management is responsible for establishing and maintaining a performance management system (PMS) to monitor, review, and improve the implementation of the municipality’s Integrated Development Plan (IDP). Performance Management plays a crucial role in ensuring that the municipality is meeting its goals and targets, and that its services are being delivered efficiently and effectively.
Information and communications technology ICT Unit is responsible for managing and maintaining of the municipality’s ICT infrastructure, ensuring reliable and secure operation for all municipal services. This includes managing network infrastructure, application servers, and providing ICT support services. The ICT Unit also plays a crucial role in developing and implementing ICT policies, ensuring alignment with municipal strategic goals, and managing ICT risks.

The municipality was established post-1994 during the reorganization of local government in South Africa, aimed at promoting democratic governance and better service delivery. Historically, the region has been influenced by its agricultural roots, with farming being a significant part of the local economy. Over the years, the municipality has transitioned from a primarily rural area to a more integrated community, balancing urban development with agricultural activities. The name "Nketoana" is derived from the Sesotho language, meaning "to gather" or "to unite," reflecting the municipality's commitment to fostering unity among its diverse communities.
